That would certainly indicate a jammed starter.  I also had that symptom
just once, at a petrol station after a 70 mile run in the pouring rain,
while I was having chattering solenoid problems. Got a push start to
complete my journey, then it was back to 'chattering but starting' later in
the day.  Carefully check the connections around the starter relay and the
solenoid and note the voltages at each point (spade and connector) so you
have a comparison if the problem comes on again.  Don't automatically assume
it is the starter itself yet.
