Starter hangs in

Help for a friend,

Tommie's '77 'B has developed a starter problem.  When the engine starts the
starter stays engaged to the flywheel instead of releasing.  When the car is
turned off the starter disengages.  He has had the starter off and lubed
mechanism but the same thing happens again.  Any advice would be
appreciated.
