Not so much the satellite that does the controlling, but the GPS unit in the
car gets its position from the satellite.  This is compared with a database
in the cars electronics and the speed limit for the current location
determined.  This is compared with the cars speed and the fuel supply is
reduced by the cars electronics if needed.
