Parking Brake Start

To All:

I have a friend that has a 78 MGB with a 
unique problem.  Car comes to stop and
put on parking brake, then all of a 
sudden the car tries to start with starter
engaging and everything.

Turn car off and try again,  put parking brake 
on and the starter starts to engage to start car.

Have looked at everything including putting
in a new wiring harness($400 bucks shot).

Any ideas out there.......????
