There possibly is a combination of problems.
Good to check is the thick harness connectors leading to the ignition switch
and stalks.
Also don't forget the fusebox itself (rivets) can show very poor contacts.
I've seen several messages here, of replacement fuseboxes - mine was bad as
well causing lots of electrical stuff not working.

If memory serves me correctly, the voltage stabilizer only affects the fuel
gauge and the temp gauge. Sounds like maybe a loose connection (double
check the fuse box, fuses, etc.), grounds, - all the mysterious things that
electrons are supposed to pass through! Tach should be affected only by
coil connection. nothing's easy!
