It isn't as simple as that - plug in valves and do 'X' seconds faster times.

It depends on the rest of the set up of the car's suspension, tires, weight 
distribution etc.

Generally for racing you do want shocks stiffer than normal, but a certain 
degree of compliance is absolutely necessary, and depending on the track, 
this may have to be adjusted - I recall one track where we found that using 
the normal racing stiffness would have us chattering off the track in certain 
sections, it was so rough.

If you want to race on a track, I would use brand new or freshly rebuilt 
shocks with standard shock oil (not heavier as some people do) and the 
competition valves. But you also need the right springs and sway bars front 
and back to make it all work.
