Chris Kotting has a good check list.  I assume you static-set the 
timing to be pretty close to what it ought to be.

I would recommend the compression test if it isn't ignition related. 
I replaced my B head, and ran into a problem with metal chips from 
machining getting dropped onto the valve seats during the first 
cranking, reducing the compression to next to zilch.  Give-away was 
that the engine cranked A LOT faster without compression.  Hope the 
shop did a good job of cleaning up the head before reassembly.

Since you took the carbs off, it might be worth opening the fuel 
bowls and looking for crud that might either block the jets or cause 
the float valve to stick open and overfill the bowl.  Handling the 
carbs has a habit of agitating/loosening the crud in there.
