Stroboscopic Timing

Can anyone tell me the proper stroboscopic timing setting for a 1979 18GV
engine? My Bentley manual only goes through the chrome bumper models.

Also, while adjusting timing on my '72 BGT, all of my electrical guages
stopped functioning (fuel, tach, and temp.). No fuses are blown. Any
ideas where to look first?
