Before using any slushing compound the tank needs to be clean.

Start by rinsing with kerosene or diesel fuel. Gasoline is okay
but not very safe.  Drain and thoroughly dry.

Wash the inside with muratic or phosphoric acid.  That's what
comes with the slushing kits.  If possible put large stones or
chunks of chains inside the tank and agitate.  Large stones are
easier to get out then the smaller stuff.  It depends on the
internal baffles and the size of the holes in  them.

Rinse thoroughly with water and dry.

Rinse again with diesel fuel which has Heet or other gas line
antifreeze added to it.

Thoroughly dry.

NOW you can slush the tank.
