Servo Survey

Greetings to the List,

I've recently finished installing a new master cylinder, with a rebuild on
the in line servo.  My problem is upon braking, the peddle is nicely firm
as the car starts to slow, then I hear a short whoosh sound down in the
foot well like its coming through the peddle box, the peddle drops about
1/4" and the brakes grab almost full.  They don't lock up, but I can see
the nose of the car quickly drop with the braking process.

I've bled the system (3) times, once from empty after installation, and
twice since this new event has occurred.  No air is showing during the two
later bleeds.  The fluid level has not lowered at all once filled during
and after bleed(s).

The event lessens when the car is up to running temp., but doesn't complete
stop doing it.  One strange thing though, if I engage the parking brake the
peddle does not drop when depressed (engine running).

My instinct tells me the servo may not be working correctly, but I'm still
learning and I'm not confident of my diagnosis. 

Hopefully a few listers can lead me in a direction for correcting this
problem.
