It has been my experience that when the harmonic balancer is
installed as new, it's not good to replace it with a solid pulley. 
I have more experience with Mini Coopers than with MG's, but I
suspect it's the same deal with the B series. The rubber in between
the hub and outer pulley is supposed to prevent the crank from
cracking and breaking because of harmonic vibrations.

On A series engines, sometimes the pulley begins to creep around the
rubber insert, causing much consternation the next time you try to
time the ignition, since the timing mark is on the the outer pulley.
Minis also have a timing mark on the flywheel, visible through the
little access plate, so this is easily checked. Since the B series
engines are normally used in inline applications, this makes it
harder to detect a similar problem.

Have you tried to get a good used balancer from the UK? I have lots
of friends and associates there and would be glad to ask around.
