Oil pressure is typically higher at startup (when the oil is cold and
thick), and drops after reaching operating temperature (when the oil is hot
and flows better). So long as it maintains around 25psi at idle, and goes up
at higher RPM, it's still a runner. But make sure your test drive is long
enough to reach operating temperature (the hotter the better) so you can
observe the phenomenon yourself.
