Did you try adjusting the right rear adjusting screw? It sounds to me as if
that side is adjusted slightly looser than the other side. When applying the
brake pedal the hydraulic force evens it out, but the handbrake has a
limited range of motion, which is strictly divided between the two sides, so
it is very sensitive to the brake pad adjustment. Sometimes it seems the
correct adjustment would be between the 90-degree increments of the
adjusting screw; i. e. one way is too loose and the other is too tight. In
such a case I suppose you could sand down the brake shoes a fraction. But in
my experience a correctly-adjusted hand brake is more the exception than the
rule -- the system just doesn't have enough range of adjustment.
