Yup.  A feeler stick down the spark plug hole and a wrench on the 
crankshaft will get you within +/- 2 degrees of TDC.  That should be close 
enough to verify that your harmonic balancer outer ring hasn't 
slipped.  Also generally close enough to mark TDC on the pulley In case you 
have the wrong pulley and timing cover combination where the TDC mark 
doesn't line up with the pointer.  To get within +/- 1 degree use a dial 
indicator on top of the piston.
