The thing with the wipers is mostly correct for a 73-model MGB so I would
not be surprised to have them like that on a Midget too.  Around that time
the wipers, washers and heater fan were moved from the fused ignition
circuit (green) to an in-line fused accessories circuit (green/black) that
was powered when the key was in the second position i.e. between off and
run.  Also, when the key was turned to start, this circuit is disconnected
to reduce the drain on the battery.  What *is* incorrect, of course, is not
being able to turn them off!  I would imagine that this is the park switch
on the motor itself being stuck in the 'on' position and not moving to 'off'
as the wipers get to their park position.

That being the case there must be power to the ignition switch.  But if
things like the turn signals didn't work in position 3 (run) and the starter
didn't turn in position 4, then either the ignition switch is broken inside,
the multi-plug by the steering column is not plugged together properly
(sometimes pins can get pushed out the back of the plastic mouldings) or you
have two open-circuits in either the white or the green (ignition) and the
white/red (starter).  If the main lights didn't work either then there is
also an open-circuit in the brown (always hot, unfused) to the main ligtting
switch or the switch is broken.

Of course, if *you* have never had the car running then the PO could have
done absolutely anything to the wiring.  I would 'start' by tracking 12v
from the brown at the ignition switch, through the switch in the run
position onto the white, through the multi-plug to the coil, fusebox and
fuel pump.  Then do the same with the white/red to the starter relay, and
the white/brown from the relay to the solenoid.  Then I would do the same
with the lights, and finally the wipers.
