A slipping clutch will do so in any gear, OD or non-OD, but will be apparent
in OD top first then progressively down through the other gears.  Whilst it
is possible for an OD so slip both engaged and disengaged it is less likely
to start doing both at the same time as totally different friction surfaces
are used in each case, also the OD is more likely to slip equally in any
gear.
