The problem is  not motoring illegally.  It is the municiplaities are looking
for ways to increase revenue without raising taxes.  Then they change the
rules to fit their plans.

In Chicago, there are enough shoulder riders, not stop on right turners,
people who crosee three lanes to exit, etc. to keep the coffers full.  But, it
takes manpower to monitor and stop theses things, and the city fathers won't
hire enough traffic cops.
