In the UK the cameras have to be painted bright yellow if the operators want
to keep the fines, otherwise they go back to the Government.  The location
of all fixed cameras is also published and there are GPS-based devices
legally available and useable that warn when you are approaching one, some
with radar and laser detectors to pick up many of the mobile units as well.
What isn't legal is a 'garage door opening device' which when it detects
radar sends out a response which causes the radar gun to fail to register
the speed.  Even so there is just the beginnings of a backlash against the
general use of cameras as Police traffic patrols have been reduced to save
money and driving and accidents are getting worse.  Cameras are also
ineffective against the growing number of people using unregistered,
untaxed, unMOTd and uninsured vehicles.
