Steve,

Unless you are sure the new small-end bolts were substantially better
quality steel than the originals (when they were new), I'd toss them and buy
four more. I've seen two blocks with large holes in them as a result of
broken wrist-pin bolts. 10 ft. lbs. may not sound a lot but it is about 40%
more than the specified torque in this particular application!

As for the split washer affecting the torque reading, I've always believed
the factory took them into account when they arrived at the specified
figures. (But I do always use Grade 8 lockwashers.)

And, no, Loctite isn't necessary, IMNSHO....
