The proper wayfor the choke cable to be attached is:

The inner cable is fixed to the non-moving U-shaped bracket.  The outer sheath
should be resting at the movable piece of the choke linkage.  The idea being
that when the cable is pulled the sheath moves up effectivelly causing the
cable to shorten.
