Rolling fender lips

Does anyone have a workable approach to rolling the
inner fender lips on a car (in this case a 1971 MGB)
to get a little more clearance for wide tires?

I know if I beat them flat with a hammer, it's going
to break the paint up and cause all sorts of problems.
 On an old GTI I used to own, I seem to recall
sticking a pipe in between the fender and tire and
just pushing the car forward, forcing the pipe to
crush the fender lip flat, but I cannot recall how
that worked out for me...

Or should I just cut the fender lips off with a
cutting wheel?  It seems like the jagged edge might be
irritating or worse.

Any help or ideas would be appreciated...
