SU float bowls flooding

I know this has been talked about ad nauseum, but the
archives are so packed with SU entries I can't find
the answer I'm looking for:

I have a 1971 MGB with HS4 carbs.  The carbs were
"professionally rebuilt" about three weeks ago at a
cost of over $750.  Now, when I turn the key to the
full on position and the fuel pumps starts cranking
away, fuel starts leaking from the front float bowl
and pouring out onto the ground.  It's a pretty
significant amount of fuel...

Other than just taking the car back to the shop and
yelling at them (for various reasons I would rather
never set foot in that crooked place again), what
causes this and what is the diagnosis/repair
procedure?
