In my experience, it would make a lot of noise and wobble first. Flex
hoses have been known to deteriorate inside, sometimes acting like a
one-way valve, so that pressure is pumped up in a wheel cylinder and
then not released when the pedal is released. This, or something
similar might have happened. Sometimes part of the mechanical braking
system actuated by the wheel cylinder can break in such a way as to
apply the brakes.
I'll bet when you get that drum off, it will be obvious what happened.
One way to test for the deteriorating flex hose is to open the bleeder
on that wheel and see if the brakes release.
