About 28 years ago, I painted the posts and rails of a galvanized chain link
fence system that was being installed around my swimming pool.  The Martin
Senour paint rep (NAPA) advised me on materials and sequence.  The key, besides
the usual degreasing, was to use a vinyl wash primer.  I'm not sure what that
really is, but I still have that fence and the primer is still intact.  The
topcoat of paint, which in my case was a black acrylic enamel, is still there
except where abrasion from rain and snow has worn it away.

I believe NAPA still sells this stuff, and I have seen that type of primer
advertised elsewhere.  Far and away one of my more lasting paint projects.
