Well, it appears  I was wrong (what are the chances?!!) it's not  
galvanized - I unboxed it and took it out in the sunlight to where I 
could see it better. It's bare metal, and is oily or waxy.

I found a product called Prep-all, by a company called Kleen-Strip. A 
quart was less than $4 at Wal-Mart. Seems like the right stuff to clean 
it up prior to painting.
