Removing Waxoyl?

I think one of the previous owners sprayed black Waxoyl on the underside of
the bonnet and on parts of the engine compartment. It scrapes off in thick
wax-like clumps. It doesn't appear to be normal oil/grease residue.

Assuming it is Waxoyl, has anybody found a good method of removing it for
the purposes of refinishing the underlying surfaces? Does steam cleaning do
the job?
