Yes and Yes.   14" and will fit right on a 77-80 with the late style
turn signal switch.  It is the correct spline for the 1970-76 but does
not have provision for horn push.  

Check the condition of any used LE wheel as like any leather covered
wheel they are prone to fading, cracking and thread failure.

Hopefully this does not come across as horn tooting, so filter if
necessary.

Moss does manufacture a bitchin (technical term) repro of the original
LE wheel, so check price and condition of used ones before getting in
too deep.  The Moss wheel is available from all kinds of sources and is
very reasonable for what it is.

The late B works well with a 14" wheel as the steering ratio was changed
to reduce effort.
