Are you sure a PO hasn't fitted an intermittent wiper control ... ;o)

A 73 has the wipers, heater fan (and electric washers) powered off the
accessories position of the ignition switch as well as the 'run' position,
via their own in-line fuse connecting a white/green to a green/black.  If
these are similarly intermittent it could be this fuse, the ignition switch,
or connections between them.  But if only the wipers are involved it could
be the wiper motor, switch, or connections.  The supply for running the
motor takes a different route to that used for parking it, so if it neither
runs nor parks when the problem occurs the possibilities are narrowed down
slightly, also if the problem only occurs on one of the two speeds.  With
the wiper switch in the normal (as opposed to fast) speed position the
switch should be putting out 12v on the red/light-green.  When on fast the
switch puts out 12v on the blue/light-green.  When switched off but not
parked 12v comes from the motor on the brown/light-green and the switch
connects this to the red/light-green.  When the switch is off and the motor
is parked the motor puts out a ground on the brown/light-green and the
switch connects this to the red/light-green.

Check the steering column multi-plug is pushed fully home and none of the
pins have been pushed partly out the back of the connector block, both
sides.  Also check the wiring loom plug is pushed fully onto the motor
connector block.
