That would only affect the ignition and charging, and in practice there are
usually enough alternative paths through the heater, choke and accelerator
cables to provide sufficient current for anything except cranking, and even
when cranking the engine will usually turn over, albeit slowly, and said
cables getting a bit warm :o)  Any intermittent ground strap would almost
certainly fail during cranking, not running.
