Probably of limited use to you in the US, but the last cars in the UK to
have carbs were the Lada Samara, Riva and Niva - horrific cars from
Russia. They were finally withdrawn from sale because the carbs
couldn't be made to pass emmissions standards, and presumably Lada
didn't have the wherewithal to move to injection - this was apparently
as recent as 1997. It's quite likely these monstrosities are still
being made, maybe still with carbs, I don't know.

Many (most?) motorbikes still use carbs.

As for points ignition, I have no idea. But I think my 1989 Audi 80 may
have points (the damn thing is so reliable I've never opened the dizzy
cap to look...)

Richard & Sammy (quitely confident of passing MOT at the second attempt
on Tuesday...)
