Dan,
   They are standard thread,  but you can wire-brush away dirt and paint
to confirm that and to clean the area so penetrant can get into the
threads better.  Lock nuts can really lock over time.  You use penetrant,
perhaps with a very little heat from a torch, tapping, and a long wrench
to release the nuts.
