The counterbore side goes under the bolt head where a shoulder on the 
bolt compresses the gasket into the counterbore.  The falt side goes 
against the float cover where you should be able to see the edge of 
the gasket when it it assembled.  If you get it the wrong way the 
raised edge on the banjo may contact the float cover preventing the 
gasket from sealing.
