Not possible.  If the solenoid has full voltage the only thing that can 
reduce the current is when a bad connection develops inside the solenoid or 
its connection to earth.  If you have a bad connection i.e. a resistance in 
series with the voltage supply and the load, and measure the voltage between 
the bad connection and the load, you will see a drop in voltage.  It's Ohm's 
Law, and it's called a Law and not a Theory because it always works.
