It is a steel piece, never wears out.l  It is the first piece to be 
assembled onto the bearing spindle, gets captured by the inner 
bearing inner race.  The OD of this part is the smooth surface for 
mating with the rotating oil seal in the hub.  Same part for WW or DW cars.
