I'm not sure of the original premise, my experience is that torque specs are
given as dry clean threads unless stated otherwise. The addition of Loctite
or lubricant requires a reduction in torque or the fastener will be
over-stressed.

But can oiled threads be locked with loctite.

Torque specs are usually given for oiled threads.
