Tachometer problem is easy - the earth connection to the tach is =
missing. With the panel lights not powered it can 'see' an earth via =
its panel light and via the panel light wiring to other instruments and =
their earths. With the panel lights powered that 'earth' become 12v.

The bugaboo I encountered on the way home from buying this car was =
the tachometer. It would shut off when you turn on the headlights. If =
