Will: a possible solution is what I did when I displayed my front tag.
( before I learned to say " Gee officer, the plate was falling off
yesterday so I took it off so I wouldn't lose it . You know how these
British cars are?")
Anyway, from the local hardware store get two pieces of galvanized steel
bars, 1/2 inch wide and thin enough that you can bend it by hand. Cut
two pieces which are as long as the distance between the top hole and
bottom hole on the lic. plate. Screw them on to the back of the plate.
Now hold the plate up to the bumper and make another bar which comes
down from the hole to the top edge of the bumper, makes a right angle to
the back edge of the bumper, then another right angle down to the bottom
edge of the bumper, where it turns again to toward the plate and makes
another right turn to the bottom of the plate.

It should look something like this:
Bars

Plate >>> | | + /

The screws go through the plate and both bars . When tight the bars
clamp around the bumper ( glue rubber on the contact side of the bars)
No holes no modifications, and you can hardly see the brackets .
The plate will then be mounted half way up the bumper.
