Sirs;
       Instead of the "damp course", which was originally tar based and dried 
out and
stiffened, may I suggest a closed-cell foam weather strip. Grainger's catalog 
comes
to mind as a source, but try a truck cap dealer... They use it to seal the 
gap between
the cap and the pickup bed sides. It comes in a number of widths and 
thicknesses,
usually sold by the roll (and cheap). Its also used to seal the gap between 
foundations and sill plates on buildings, so if your house is new enough, you 
may already have some...
      As for the frame, both Ben Moore's industrial coatings catalog and 
POR-15, of-
fer a three step system for cleaning, rust-proofing, and sealing the steel. 
POR-15
also comes in clear, which is great for sealing the backs/insides of chrome 
bumpers,
etc, without changing the appearance of the face of the object...
