I've had both problems. I've had real good luck with PB Blaster, which
actually does what everyone thinks WD 40 is suppose to accomplish. I didn't
know of it when I ran into the problem with the filler neck. I used a
dremel (sp) tool with cut off wheel to cut a slot in the collar and that
allowed it to be freed up and screw off. When I replaced the neck on the
panel I used the split collar and put a " Jubilee  clip" ( screw type
radiator clamp) around it to close up the split and screwed it on.
Question #2  Having just rebuilt the tank on my DHC , yes its a baffle,
there are two in the tank  they are soldered in place, as are all the joints
of the tank.  The good news is the tank is made of tin coated steel so it
holds solders very nicely. If you ever tried to solder mild steel you know
its a real  problem getting the lead to bond, well I found  the tin coated
steel to actually be easier to solder than brass. If the tank has had gas in
it recently you may have a problem finding someone willing to put a torch to
it.
