EPA has got a bad name, true. What jurisdiction they have, I don't know.
Lobbyists and incentives can effect decisions however. The local
government (council members) in that area may have an incentive to grab
that property for a song. They will do anything to get a good ole boy to
let go of his land and offer to dispose the "junk" as part of the deal.
I really do not believe that a city can go right onto a person's property
and take whatever they want. There has to be a legal reason such as back
taxes etc. Before they even set foot on the property, they must a show
court order. Maybe this guy is being attacked for ground-water pollution
(leaking oils, antifreezes, battery acid, etc.).
Urban development may be the blame. They build homes in rural areas (open
fields) sometimes adjacent to junkyards and dairy farms. Then they go in
and complain that the adjacent property is dirty or smelly. The county
board of supervisors will find a way to respond to the complaints by citing
the poor soul for EPA violations.
It stinks, but that's life in the big country (soon to be big city).
Anyway, ya gotta love old junkyard walks. Whether you need parts or not,
one can find a treasure trove of goodies.
Just hope that the ole boy doesn't have a junkyard dog named "Duke!"

as far as the epa crap goes, for one thing the epa has no jurisdiction over
social security and you CAN"T get it 'revoked.'
there are PLENTY of things to bash our government about (massive tax breaks
for corporations, lobbyists running the gov, constitutional rights
erosions...), and all i ask is that folks get the facts STRAIGHT before
they bash :)
i'm willing to bet a greater danger for all of us are local city councils,
anyways - central texas has several towns where it is LEGAL for the city to
come on your property and tow away 'junk' vehicles, no matter how much
money you have spent restoring them. useta be you could shoot a man down
here fer traspassin'.....................
