Yes, it's a Rochester.  I'm having a bit of trouble understanding this.

When operating, the arm should be pushing against the throttle stop screw,
correct?  And the spring should be engaging the arm about halfway between
the pivot screw and the stop screw, on the left side of the arm (when
looking toward the front of the truck)?

Then when I re-attach the carb cover, the service manual says I need to
rotate the arm clockwise, against the tension of the spring, until the
opposite end of the arm rests on or near the head of the throttle stop
screw, and then I should attach the carb cover.  This doesn't seem to make
sense, as it doesn't look like the arm will be allowed to swing back
around to its operating position.

I've also noticed that when the accelerator is pressed, some fuel leaks
out of where the throttle valve shaft goes through the front of the
carburetor.  Is there a gasket in there that can be replaced?
