Mark, it seems axiomatic that if the fuel is coming out of the line in
sufficient volume at the carb that the bowl will stay full if the intake
valve is opening.

I wonder, therefore, whether although fuel comes out of the line, it lacks
sufficient volume to keep the bowl full.  I got a glass bodied fuel filter
so I could watch the level during idling.  If you find it going dry, you
need to rebuild the pump, and /or clear the line and the pickup tube in the
tank, as these tend to get congested.

If that isn't the problem, then I'd check the float level again and make
sure the little intake valve in the carb is functioning correctly.  I found
it was sticking in mine, so I connected it to the float with a thin wire.
It took some adjusting, but eventually fixed the problem.
