On TF doors the vent windows have a compression spring down inside 
the door that acts as a tension adjustment.  There is a "bend over" 
tab locking the adjusting nut at the very bottom of the shaft that 
the window pivots on.  Bend the tab away from the net.  Tighten the 
nut until the window will stay open against the wind.  Bend the 
locking tab back against the nut.  

Or you could just drive slower.

on some 1951 doors, my vent windows are a little floppy    if i turn them 
out, the wind will not let them stay in place   are there any adjustments 
that can be made and if so how?   i dont have ac yet and this 105 heat index

last friday about got me   need those vent windows to work!!!    thanks
