I had the same problem.  Mine turned out to be a bad float needle valve. 
Take off the top of the carbureator, and remove the fuel line.  Lift up
the float and blow through the hole where the fuel line attaches.  If you
can still blow through the opening after the float is lifted, you have a
bad needle valve, replace it and you should be fine.  You may want to
replace it anyway, with the one in your rebuild kit.  You also may have a
cracked or maladjusted float, but I'd check the needle valve first.
