The brake shoes have probably worn a groove in the drum causing it to hang
as you try to take it off.
If you look on the back there is a little oval shaped opening there where
you can adjust the brake shoes.
You will need to turn the little star adjuster that is in that hole until
the shoes back out of the groove in the drum. It should then come off.
