The tie rod adjustment will actually just change the toe setting. It
depends which tie rod you turn as to which way the tie rod is going to
change in length. See, one tie rod is right hand thread and the other is
left hand thread.
Sounds like you might be toed in if the tire is wearing on the outside edge.
You can take a measurement from center of the tire to center of the tire at
the back of the front wheels and then retake the measurement on the front
part of the tire to see what the toe setting is. If it's toed in the front
measurement will be shorter then the back and if toed out the back setting
will be shorter.
