That is the way it is supposed to work.  In fact the previous owner
hooked up mine on the hot side of the ignition switch and caused some
unexplained hard to find dead batts until I fixed it.

I installed an add-on column-mounted turn signal on my 41 pickup.  The
indicator light stays on when not in use.  It blinks correctly for signals but
stays on when no signal is wanted.  I've checked the wiring time and again but
find nothing wrong.  Does anyone know if this is the way it is supposed to
work?
