Steve:

It's not true that repairing an old frame will be weaker than the original.
A properly welded in patch will be every bit as good as the rest of the
frame. The keys to a good repair are:
1.Good preparation, all of the damaged metal must be removed and the area to
be welded must be cleaned down to bear metal.
2. Good fit.
3. Proper patch material.
4. Good weld penetration.
If you haven't done enough welding to know what I'm talking about find a
certified welder to help you out.
