I love POR 15.  Used it on the backing plates, used it on the axle, used it on
the bolts, used it on the brake drums (with exception to the bearing surface
inside).  You can use it just about anywhere, but if you paint a hole, you may
have to scrape it out or your bolt won't fit into it any more.  It has a
thickness.  I wouldn't paint the threads of course, nor would I paint the bolt
heads while tightened, as it is a great "lock tight" and you'll glue the bolts
to whatever you are bolting.  As far as cleaning, just make sure you have all
oil and grease off the item.  A rough surface gives teeth to the POR for
better adhesion.  So a clean non flakey lightly pited surface from superficial
rust is OK, although I always sandblasted and removed all rust.  Remember, it
is Paint On Rust, POR.
