With the tire size P235/75R15, 235 is supposed to be
the overall width of the tire in millimeters (at the
sidewall "bulge", NOT the tread width). However, each
manufacturer will vary slightly. Also, the width of
the wheel will also change the width of said tire when
mounted and inflated. Tire manufacturers provide these
measurements and disclose a "design rim width" and
"suggested rim widths" in their data books. Design rim
width is the optimum wheel for that tire and that is
what they use to take their measurements. Suggested
rim with provides an acceptable range of rim widths
for said tire. I have ventured outside of these
"suggested" values on occasion under certain
circumstances, but it is not recommended.

Hope this helps (even if only a little!).
